15th album or 14th album part 2?

leaving this as a topic up since "fifteenth album" doesn't sit right with me, it's like calling NTS2 a new album, ya know? maybe when a new record comes out it can be adjusted or even just "is the companion album to SIGN". The catalogue numbers itself are damning that they both add up to 14, plus the repeated cover arts ala elseq/NTS.
